Judicial review – application for prohibition – adjudication of complaint – s. 25 of the Equal Status Acts 2000-2004 – 1,300 allegations on behalf of traveller community of discrimination and harassment – failure of complainants to attend hearings – hearings between 2006 and 2009 without making single determination – whether complaints should have been dismissed under s 38 of the 2000 Act rather than sections 22 and 25 – procedural autonomy of equality investigations – whether equality officer had power to prevent layperson to represent travellers at hearings.
